  1. Pression maximale sur la République islamique ;
  2. Soutien maximal au peuple iranien ;
  3. Défections maximales au sein du régime — « plus de 50 000 » membres des forces armées, de la police et de l’administration se seraient déjà inscrits sur la plateforme (Reza Pahlavi à Politico, 26 juillet 2025) ;
  4. Mobilisation maximale des Iraniens ;

II. Trois phases, une transition ordonnée

L’IPP est structuré en trois phases :

  • Phase d’Urgence — les 180 premiers jours (six mois) après la chute ;
  • Phase de Stabilisation — du septième mois à la fin de la période transitoire ;

Conclusion

For forty-six years, the opposition to the Mullahs’ regime has known how to say no. The Iran Prosperity Project (IPP) is the first serious attempt to say how: no longer slogans, but a complete, costed plan, reviewed by experts, for the day the Islamic Republic falls. Carried by NUFDI (National Union for Democracy in Iran) under the aegis of Prince Reza Pahlavi, launched on April 30, 2025 in Washington and then deeply revised (Emergency Phase Booklet, February 2026 version), the IPP answers the question every Iranian asks in silence: and then what?

I. The centerpiece of a five-pillar strategy

The IPP is not a standalone object: it is the fifth and final component of Reza Pahlavi’s « We Take Back Iran » (Iran o Pas Migirim) strategy. The first four pillars serve to bring down the regime; the fifth plans the aftermath:

  1. Maximum pressure on the Islamic Republic;
  2. Maximum support for the Iranian people;
  3. Maximum defections within the regime — « more than 50,000 » members of the armed forces, the police, and the administration have reportedly already registered on the platform (Reza Pahlavi to Politico, July 26, 2025);
  4. Maximum mobilization of Iranians;
  5. The Iran Prosperity Project — the transition and reconstruction plan.

NUFDI, the sponsoring organization, is a Washington-based, non-profit, non-partisan structure that accepts money from no government; the project’s leadership is provided by Saeed Ghasseminejad. Reza Pahlavi presents the IPP as a set of « living documents », open to criticism and continuous revision — the exact opposite of the regime’s opacity.

II. Three phases, an orderly transition

The IPP is structured in three phases:

  • Emergency Phase — the first 180 days (six months) after the fall;
  • Stabilization Phase — from the seventh month to the end of the transitional period;
  • Long-term Reforms — beginning with the first elected government.

During the transition (estimated at 18 to 24 months), three provisional institutions would govern under the authority of the « Leader of the National Uprising » (رهبر خیزش ملی — the title held by Reza Pahlavi during the transition): the National Uprising Body (نهاد خیزش ملی — the provisional legislature; rendered « National Uprising Council » in English), the transitional Government (دولت گذار — executive), and the transitional Divan (دیوان گذار — judiciary). The Mehestan (مهستان), the parliament proper, is formed only afterward: once elected, the National Uprising Body loses its legislative function.

The choice of words is already a program. « Mehestan » — « the place where the great ones gather » — is deliberately preferred to the Arabic term Majles; likewise « Divan » replaces the Islamic Republic’s judicial apparatus. It is a return to Iranian heritage: the Mehestan was the assembly of the great ones in the Parthian era.

The timeline is precise: a referendum on the form of government (parliamentary monarchy or republic) within 4 months; election of a Constituent Assembly within 2 months; drafting of the Constitution in 6 months; constitutional referendum within 1 month. And seven immutable principles would frame the future Basic Law: territorial integrity, human dignity and fundamental rights « inspired by the Cyrus Cylinder and the 1948 Universal Declaration of Human Rights », democracy (« one citizen, one vote »), the rule of law, complete separation of religion and state (secularism), separation of powers, independence of the judiciary.

III. The emergency phase: fourteen workstreams in 180 days

The heart of the IPP is fourteen « white papers » — fourteen domains to stabilize within the first six months. Here they are, grouped by major functions.

Refounding the rule of law

  1. Legal — A three-part decree: abolish the Constitution of the Islamic Republic; maintain existing laws by default to avoid a vacuum; repeal everything that contradicts national identity or the UDHR. A « hybrid option », inspired by the Brexit method, filling the gaps with updated imperial Pahlavi-era laws — full modernization being entrusted to the future elected Mehestan.
  2. Political — Establishment of the three-pillar transitional system (Mehestan, Government, Divan).

Security, justice, diplomacy

  1. Military & security — A 24-month plan: dissolution of the IRGC (Quds Force, Basij included), integration of vetted personnel into a unified National Army and a new intelligence service (NISS), under democratic civilian control. The base is kept, those responsible for serious crimes are prosecuted.
  2. Foreign policy — Full nuclear transparency (halting enrichment, IAEA inspections) to lift sanctions; realignment toward the democracies; recognition of Israel via a « Cyrus Accord »; a regional stability framework grounded in non-interference.
  3. Core state functions — Continuity of vital services over 180 days: food, supply chains, transport, public utilities, public order.

Saving the economy

  1. Macroeconomic governance — Avoiding collapse: continuity of payments, independence of the Central Bank against inflation, capital controls, temporary suspension of the stock exchange to prevent panic, maintaining pensions and subsidies.
  2. National assets — The « PBAD » plan: locate, freeze, and repatriate the public wealth stolen by the regime and the IRGC (Bonyads, Setad, Astan Quds Razavi, IRGC holdings), and prevent regime loyalists from financing an insurgency.
  3. Energy — An energy command unit: secure control systems, stabilize electricity and fuel (priority to hospitals and water), resume exports to generate revenue.
  4. Industry — An industrial recovery authority, in three priority tiers (vital, intermediate, high technology), with external audit against asset stripping.
  5. Cybersecurity — Protect critical infrastructure (energy, water, transport, telecoms) and industrial control systems.

Making the country livable

  1. Environment — Stabilize critical ecosystems and restore environmental governance.
  2. Water — Facing a severe « water bankruptcy »: guarantee drinking water, secure infrastructure, prevent water-related instability.
  3. Health — Maintain care without interruption: continuation of health insurance and subsidies (~1.5% of GDP), emergency fund.
  4. Education — Immediate de-ideologization: schools open, teachers paid, school meals and rural transport in poor provinces; end of gender segregation, optional veil at all levels, withdrawal of indoctrination textbooks.

In parallel, the IPP provides for the dissolution by decree of the pillars of the theocracy — Office of the Supreme Leader, Guardian Council, IRGC, morality police (Gasht-e Ershad) — and the restoration of national symbols: the IRIB becomes the national Radio and Television again, the « Red Crescent » becomes the Red Lion and Sun Society again.

IV. The economy: a solid framework, figures yet to be completed

This is where the IPP is most ambitious — and most scrutinized. Energy subsidies devour nearly 12% of GDP: the plan aims to phase them out gradually. Energy is both the asset and the Achilles’ heel: Iran holds ~17% of the world’s gas reserves, but ~40% of the energy is lost in decrepit networks, and many power plants run at less than 25% of their efficiency. The emergency phase would require unfreezing $120 to $150 billion of Iranian assets blocked abroad.

Let us be honest, for credibility is earned here: the IPP is strong on sequencing and framework, but still thin on published numerical targets. To date it sets neither an oil production target, nor an inflation target, nor a mechanism for anchoring the rial. And subsidy reform, as written, does not yet detail the safety nets for the poorest — yet the 2010 reform had caused a 7 to 9% contraction in household consumption. The Middle East Forum judges the energy goals « more aspirational than achievable »; the Cyrus the Great Institute hails « the most comprehensive effort in nearly half a century » while pointing to optimistic electoral timelines and uneven chapters.

These are not verdicts of failure: they are the workstreams that an honest project, iterative by nature (« living documents »), still has to dig into. And that is precisely what distinguishes the IPP from hollow proclamations: it can be criticized because it exists on paper.

V. Stabilization, then prosperity

The stabilization phase (from the 7th month) accompanies the drafting of the Constitution, the constitutional referendum, and the election of the permanent institutions. Then comes the long-term phase: from the first elected government, the transitional institutions dissolve, the elected Mehestan takes over, and the full modernization of the law falls to it. The stated horizon: an Iran that is an « open and stable market economy, integrated into the global economy », able to attract foreign investment and rebuild its civil society.

Conclusion

The Iran Prosperity Project guarantees nothing — no plan can. But it changes the very nature of the debate. Where the Mullahs’ regime offers only the management of scarcity and fear, the opposition now counters with a document of several hundred pages, dated, costed, amendable, which dares to say: here are the first 180 days, here are the institutions, here are the principles. The debate is no longer « should there be a different Iran? » but « how to build it, and what to fix in it?« . For a people whose future has been confiscated for so long, that shift is no small matter: it is already a victory.

NUFDI (National Union for Democracy in Iran)

III.

NUFDI (National Union for Democracy in Iran)

ה-IPP אינו אובייקט מבודד: הוא המרכיב החמישי והאחרון של האסטרטגיה « We Take Back Iran » (Iran o Pas Migirim) של רזא פהלווי.

  1. לחץ מרבי על הרפובליקה האסלאמית;
  2. תמיכה מרבית בעם האיראני;
  3. עריקות מרביות בתוך המשטר — « יותר מ-50,000 » חברי הכוחות המזוינים, המשטרה והמינהל כבר נרשמו, לכאורה, בפלטפורמה (רזא פהלווי ל-Politico, 26 ביולי 2025);
  4. גיוס מרבי של האיראנים;

  • שלב החירום — 180 הימים הראשונים (שישה חודשים) לאחר הנפילה;
  • שלב הייצוב — מהחודש השביעי ועד תום תקופת המעבר;

III.

  1. Maximaler Druck auf die Islamische Republik;
  2. Maximale Unterstützung für das iranische Volk;
  3. Maximale Überläufe innerhalb des Regimes — „mehr als 50 000″ Angehörige der Streitkräfte, der Polizei und der Verwaltung sollen sich bereits auf der Plattform registriert haben (Reza Pahlavi gegenüber Politico, 26. Juli 2025);
  4. Maximale Mobilisierung der Iraner;

II. Drei Phasen, ein geordneter Übergang

Das IPP ist in drei Phasen gegliedert:

  • Notphase — die ersten 180 Tage (sechs Monate) nach dem Sturz;
  • Stabilisierungsphase — vom siebten Monat bis zum Ende der Übergangszeit;
